Made by starting with a blank animation, then adding the guy at the PC and the file folder with Add Image. Then Banner Text is added (click the first frame before you click Add Banner Text). Neon was the effect used, as you can see.

When using Neon, the Enter Scene and Exit Scene settings are set to Still. The number of frames for each should be at least the same value as the Neon glow width. If things don't look right, you can always go back and edit it by using Edit Banner Text found under Frame on the Standard toolbar. Make sure you have the banner text object selected on the Object Manager.
