This was just for fun. The plate graphics I found at R.T.'s Blank Plates. The site doesn't appear to be active anymore.

The font I found somewhere... it's called "Licenz Plate." I put this together in GIF Animator 5, with a wee bit of help from an EyeCandy 3 filter for the bevelling of the text.
